Abstract
THE TOPICS DISCUSSED ARE THE NEED FOR AN EFFECTIVE SYSTEM OF DIRECTIVES, ELEMENTS IN AN EFFECTIVE DIRECTIVES SYSTEM, DEVELOPMENT OF WRITTEN DIRECTIVES, CODIFICATION OF DIRECTIVES, AND ESTABLISHING A CONVERSION SCHEDULE. THE APPENDIX CONTAINS SAMPLE FORMATS FOR MEMORANDA AND AUTHORIZING DIRECTIVES ESTABLISHING A GENERAL ORDERS MANUAL AND A DISCUSSION OF COMPLETED STAFF WORK.
