The proposed model police intelligence unit has the following major subsystems: the collections unit, the analysis and dissemination unit, the source management unit, the internal security unit, and command and control.
Abstract
The collection unit coordinates the development and implementation of the collection plan, which outlines the authority, purpose, rationale, and administrative control for all intelligence activity. Following the collection plan ensures that intelligence targets are properly selected and pursued so as to ensure that citizens' rights are protected. The analysis and dissemination unit analyzes collected information to give it relevance and meaning. Once cases become collection targets, they are supervised by this unit. All other intelligence subsystems are adjunct to or support this unit's functions. The source management unit develops and manages information sources, including not only informants external to the department but also departmental information sources. The internal security unit investigates criminal conduct by police personnel. This unit conducts background investigations of personnel, all internal affairs investigations, counter-electronic sweeps, polygraph examinations, and activities to protect the department's confidential files. Command and control performs liaison, control, team building, and conflict resolution pertinent to the intelligence unit. 11 notes and 11 references.
