This model plan for a comprehensive drug-free workplace program was developed by a Federal interagency coordinating group as a result of Executive Order 12564 and signed in September 1986, making it a condition of employment for all Federal employees to refrain from using illicit drugs on or off the job.
Abstract
The introductory section of the plan includes a policy statement on a drug-free workplace to be adapted by agencies to fit the significant aspects of their specific mission; the nature, frequency, and type of drug testing to be instituted; drugs for which employees will be tested; scope of the testing program; and union cooperation. The second section is comprised of definitions. The agency Employee Assistance Program, designed to play an instrumental role in preventing and resolving employee drug use, is discussed in terms of its function, referral and availability, leave allowance, records and confidentiality, and structure. The objectives, implementation, and training package of supervisory training in recognizing and addressing employee drug use are described. The model plan outlines the objectives and means of employee drug education programs. Under the plan, special duties and responsibilities are assigned to the drug program coordinator; employee assistance program administrator, coordinator, and counselors; medical review officer; and supervisors. The plan discusses the finding of drug use and disciplinary consequences as well as the various drug testing programs (random testing, reasonable suspicion testing, applicant testing, accident or unsafe practice testing, voluntary testing, and follow up testing). Test procedures, which cover mandatory guidelines for Federal workplaces, privacy, failure to appear, and employee counseling are discussed. Finally, the records and reports of the drug-free workplace program are described.
