This manual outlines procedural guidelines for a school security system that are designed to foster cooperation between police and school officials and thus effectively deal with crime and crime prevention in public schools.
Abstract
An overview of the current debate over school crime emphasizes that increased coordination between police and public school authorities is critical to coping with this increasingly serious problem. The manual surveys general planning issues that must be considered in developing procedural guidelines for responding to school crime. A developmental outline consists of five phases: the catalyst, problem definition, guideline design, pilot program/testing, and full implementation. Model guidelines are provided that define the powers of school investigators and police responsibilities regarding school crime. Other areas covered include the school security organization, reporting incidents (crimes against persons and property, drug incidents, bomb threats, disruptions, weapons possession), school personnel investigations, and confrontation management.
