THIS PLANNING MANUAL FOR LOCAL 911 EMERGENCY TELEPHONE SYSTEM IMPLEMENTATION IN MINNESOTA GIVES 911 BACKGROUND INFORMATION, PLANNING AND DEVELOPMENT GUIDELINES, AND OTHER INFORMATION.
Abstract
THIS MANUAL AIMS TO AID THOSE MINNESOTA JURISDICTIONS ELECTING A 911 SYSTEM. SUCCESSFUL USE OF 911 WILL REQUIRE STRONG COMMITMENT FROM LOCAL OFFICIALS. THE COUNTY BOARD SHOULD INITIATE PLANNING IN A COUNTY BY SETTING UP A COMMISSION TO DECIDE A 911 CONFIGURATION PLAN; I.E., THE AREA TO BE SERVED BY 911, LOCATION OF 911 ANSWERING POINTS, TYPE OF EQUIPMENT AND TRUNK LINES, AND METHOD OF DISPATCHING CALLS TO EMERGENCY SERVICE PERSONNEL. NEXT, THE 911 CONFIGURATION PLAN SHOULD BE GIVEN TO THE TELEPHONE COMPANY FOR PRICE ESTIMATES; ADVICE SHOULD BE GIVEN ON TYPES OF ANSWERING EQUIPMENT AND HOW TO OBTAIN IT. WHEN THE COUNTY BOARD HAS APPROVED THE 911 CONFIGURATION AND ITS COST, IT ANNOUNCES A PUBLIC MEETING WHERE THEY WILL BE DISCUSSED. IN IMPLEMENTING THE 911 PLAN, THE JURISDICTION MUST DECIDE HOW COSTS WILL BE MET, AGREE ON EXERCISING JOINT POWERS WHERE SERVICES ARE SHARED WITH ANOTHER JURISDICTION, NEGOTIATE FOR SERVICE WITH THE TELEPHONE COMPANY, IMPLEMENT A PUBLIC INFORMATION PROGRAM, AND TRAIN 911 OPERATORS. A GLOSSARY COVERS BASIC 911 SYSTEM TERMS. APPENDIXES CONTAIN THE FOLLOWING: A DISCUSSION OF 911 BENEFITS; MINNESOTA 911 PLANNING GUIDELINES; FURTHER DISCUSSION OF THE FOUR ELEMENTS OF A 911 CONFIGURATIONS PLAN; AND AN EXISTING MINNESOTA CONFIGURATION PLAN.
