PHYSICAL SECURITY MEASURES ARE RECOMMENDED TO REDUCE THE INCIDENCE OF ASSAULT AT CECIL NEWMAN PLAZA, A 64-UNIT HOUSING PROJECT IN MINNEAPOLIS, MINN. MEASURES TO REDUCE BURGLARY, THEFT, AND VANDALISM ARE INCLUDED.
Abstract
THE FIRST PART OF THIS REPORT IS AN EXAMINATION OF POLICE OFFENSE DATA TO IDENTIFY THE NATURE AND EXTENT OF CRIME PROBLEMS. IT WAS FOUND THAT 10 OF THE 21 INCIDENTS REPORTED INVOLVED ASSAULT, WHILE BURGLARY, THEFT FROM DWELLING, THEFT FROM AUTO, AND VANDALISM WERE ALSO PROBLEMS. THE PHYSICAL SURVEY IS THEN REPORTED IN DETAIL. RECOMMENDATIONS COVER WINDOW LOCKS, EXTERIOR LIGHTING (ESPECIALLY IN THE BACK OF THE BUILDING), TIGHTER KEY CONTROL, SURVEILLANCE OF VACANT UNITS, AND NEW LOCKS AND PEEPHOLES FOR APARTMENT DOORS. LANDSCAPING IS ALSO RECOMMENDED TO MAKE THE BACK OF THE BUILDING MORE ATTRACTIVE AND TO ENCOURAGE USE OF THIS AREA. IT IS POINTED OUT THAT MOST THEFTS OCCUR BY GAINING ACCESS THROUGH THE BACK. SITE PLANS AND DRAWINGS ILLUSTRATE THE RECOMMENDATIONS. A TABLE DETAILS COSTS. APPENDIXES PRESENT INTERVIEW NOTES AND SUPPORTING DOCUMENTATION. (GLR)
