FORMULAS FOR USE IN ASSESSING COURT REPORTERS' INCOME AND TRANSCRIPT PRODUCTION ARE PRESENTED, AND APPLICATIONS OF THE FORMULAS ARE ILLUSTRATED.
Abstract
THE FORMULAS ARE INTENDED TO HELP JUDGES AND ADMINISTRATORS IMPROVE THEIR MANAGEMENT OF THE REPORTING FUNCTION BY PROVIDING THEM WITH A MEANS OF TRANSLATING PER-PAGE OR PER-FOLIO RATES INTO HOURLY INCOME RATES, AND OF ESTIMATING THE NUMBER OF HOURS THAT SHOULD BE REQUIRED TO COMPLETE A GIVEN TRANSCRIPT. THE FORMULAS APPLY TO STENOGRAPHIC REPORTING BUT CAN BE MODIFIED FOR APPLICATION TO THE PRODUCTION OF TRANSCRIPTS FROM AUDIO RECORDINGS OR TO COMPUTER-AIDED TRANSCRIPTION. MANAGEMENT PROBLEMS POSED BY COURT REPORTERS ARE DISCUSSED, AS ARE THE WAYS IN WHICH INFORMATION ABOUT REPORTER INCOME AND PRODUCTIVITY CAN HELP TO SOVLE THESE PROBLEMS. INFORMATION NEEDED TO USE THE PROPOSED FORMULAS IS DESCRIBED, AND ILLUSTRATIVE DATA ARE USED TO DEMONSTRATE APPLICATION OF THE FORMULAS IN CALCULATIONS OF HOURLY INCOME AND TRANSCRIPT PRODUCTION. AS AN EXAMPLE OF THE UTILITY OF INFORMATION ON REPORTER PRODUCTIVITY, IT IS NOTED THAT THE KNOWLEDGE THAT 1 HOUR OF TESTIMONY PRODUCES APPROXIMATELY 30 PAGES OF TRANSCRIPT CAN BE USED TO ESTIMATE IN ADVANCE HOW LONG IT WILL TAKE TO COMPLETE THE TRANSCRIPT FOR A TRIAL, TO DETERMINE HOW COURT REPORTER PERSONNEL SHOULD BE ALLOCATED FOR MOST EFFICIENT MANAGEMENT OF THE TRANSCRIPTION WORKLOAD, AND TO ASSESS REQUESTS BY REPORTERS FOR ADDITIONAL TIME TO COMPLETE TRANSCRIPTS.
