Abstract
THE JUVENILE SERVICES MASTER PLAN PROVIDES RECOMMENDATIONS FOR THE ORGANIZATION AND ADMINISTRATION OF FIELD AND INSTITUTIONAL SERVICES, POPULATION AND DELINQUENCY INCIDENCE PROJECTIONS, DIFFERENTIAL DIAGNOSIS AND TREATMENT, INSTITUTIONAL SERVICES, COURT SERVICES AND AFTERCARE, COMMUNITY SERVICES, PLANNING, RESEARCH, AND EVALUATION. RELATED SERVICES WHICH AFFECT DELINQUENCY ARE ALSO DISCUSSED. THESE INCLUDE THE JUVENILE COURTS, THE WELFARE SITUATION, MENTAL HEALTH PROGRAMS, THE MARYLAND PUBLIC SCHOOL SYSTEM, LAW ENFORCEMENT, AND DRUG ABUSE. THE FINAL SECTION OF THIS PUBLICATION DEALS WITH DEVELOPMENTAL PRIORITIES. THESE INVOLVE MANAGEMENTEXECUTIVE DIRECTION, DELINQUENCY PREVENTION, THE OVERUSE OF DETENTION AND INSTITUTIONS, SHELTER-GROUP TREATMENT HOMES, COURT SERVICES, THE CONVERSION OF INSTITUTIONS, THE PUBLIC SCHOOL SYSTEM, WELFARE, MENTAL HEALTH PROGRAMS, AND LAW ENFORCEMENT.
