This manual provides guidelines and resource materials for persons interested in starting rehabilitation programs in small county jails.
Abstract
The manual traces the Texas correctional system's history and outlines the rehabilitation program in the Denton County Jail. It also provides information on areas considered significant for accomplishing rehabilitation goals, and presents a list of sources of additional information. The manual suggests techniques for personnel involvement in planning and organizing the rehabilitation program, offers options for dealing with problems of time limits on the rehabilitation program in county jails, and discusses the need for adequate space. Counseling approaches are discussed, with emphasis on the need to avoid using a missionary approach. Sample lessons on situational survival are provided. These lessons are designed to stimulate discussions of inmates' personal feelings and situations and to establish rapport between the counselor and the client. Subject areas include accepting help, the nature of learning, the client's concerns about the legal system, and attitudes toward work. Another course deals with the client's legal rights at the time of arrest, during incarceration, and in court, and suggests remedies available to the inmate in combatting the criminal justice system. A brief outline of a consumer education course for inmates is also provided. Finally, additional sources which offer help in establishing educational programs, library services, recreation and exercise programs, and funding are discussed. A bibliography listing five sources is included. Internal footnotes accompany the text. Sample forms, the names and addresses of additional sources, and a referral directory are appended.
