THE TASK FORCE, CREATED IN SEPTEMBER 1975, WAS CHARGED WITH THE RESPONSIBILITY FOR PROVIDING POLICY DIRECTION FOR THE VARIOUS LEAA MANPOWER DEVELOPMENT PROGRAMS.
Abstract
THESE PROGRAMS INCLUDE THE LAW ENFORCEMENT EDUCATION PROGRAM, THE EDUCATIONAL DEVELOPMENT PROGRAM, THE INTERNSHIP PROGRAM, THE GRADUATE RESEARCH FELLOWSHIP PROGRAM, TRAINING, AND THE ORGANIZED CRIME PROSECUTOR TRAINING PROGRAM. THE TASK FORCE IS ALSO RESPONSIBLE FOR THE DEVELOPMENT OF LIAISON WITH THE OTHER LEAA OFFICES ADMINISTERING PROJECTS CLOSELY RELATED TO THE DIRECT FUNCTION OF THE TASK FORCE. PRIOR TO POLICY DEVELOPMENT, THE TASK FORCE CONDUCTED A STUDY OF LEAA MANPOWER PROGRAMS TO IDENTIFY DECISION-MAKING PROCESSES IN THE PAST AND TO DETERMINE THE RESPONSIVENESS OF PAST PROGRAM DECISIONS TO THE PLANNING PROCESS. THIS DETERMINATION WAS BASED ON AN ASSESSMENT OF THE FOLLOWING FACTORS IN EACH PROGRAM: ORGANIZATIONAL STRUCTURE, STAFFING LEVELS, MONITORING PROCEDURES, FUNDING LEVELS, AND CENTRAL OFFICE/REGIONAL OFFICE RELATIONSHIPS. IT WAS FOUND THAT LEAA'S MANPOWER PLANNING AND DEVELOPMENT PROGRAMS HAD SUFFERED BECAUSE OF MANAGEMENT DECISIONS RESULTING IN INSUFFICIENT PROGRAM STAFF COMMITMENT, DEPLOYMENT OF SUPPORT STAFF, PROGRAM MANAGEMENT, AND PROGRAM COORDINATION, AS WELL AS A LACK OF PROGRAM MONITORING AND EVALUATION AND AN ABSENCE OF PROGRAM PLANNING. THE TASK FORCE INITIATED AN ORGANIZATIONAL CAPABILITY FOR CENTRALIZED POLICY COORDINATION OF THESE LEAA PROGRAMS. THIS REPORT RECOMMENDS THAT THE ADMINISTRATION ESTABLISH AN OFFICE OF CRIMINAL JUSTICE EDUCATION AND TRAINING WHICH WOULD HAVE OVERALL ADMINISTRATIVE AND POLICY DEVELOPMENT RESPONSIBILITY FOR LEAA'S TRAINING PROGRAMS.
