This paper describes proactive strategies for building a police organization that can dramatically reduce crime, disorder and fear.
Abstract
Four principles guide the New York City Police Department's patrol and investigative work: timely, accurate intelligence; rapid deployment; effective tactics; and relentless follow-up and assessment. In their intensive assault on crime, the New York Police Department has employed seven major strategies: (1) Getting Guns Off the Streets (because guns and drugs are parallel problems, specialized drug units have been replaced by Strategic Narcotics and Gun teams who go after both); (2) Curbing Youth Violence in the Schools and on the Streets; (3) Driving Drug Dealers Out of New York City (enforcing zero tolerance for drug dealing and bringing uniformed officers back into the war against drugs); (4) Breaking the Cycle of Domestic Violence; (5) Reclaiming the Public Spaces of New York City (dealing with street disorders); (6) Reducing Auto-Related Crime in New York; and (7) Rooting Out Police Corruption (Internal Affairs Bureau is working with precinct commanders instead of keeping them uninformed).
