Abstract
The text is directed to mental health professionals, nurses, teachers, probation officers, and prison personnel who come into contact with delinquent adolescents. It discusses the nature of the behavioral approach to treatment, organizational structure, policymaking, clarity in institutional and professional needs, personnel training, and evaluative research. A model for behavioral management and structure is presented. It includes goals; factors such as community and police relations to consider when deciding where to locate a service; the philosophy and operational framework, including terminology, communication, objectivity, policy, and practice; and the building design and structure. Other elements include staffing; administration; funding; admission policy and referrals; comprehensive service provision; policy and practice; and service monitoring and evaluation.
