COMPONENTS, RESPONSIBILITIES, AND ACTIVITIES OF THE CORRECTIONAL SERVICES PROGRAM OFFERED AT THE MACOMB COUNTY JAIL REHABILITATION CENTER THROUGH THE FIRST YEAR OF THE LEAA GRANT ARE DISCUSSED.
Abstract
THE PROGRAM EVALUATION COVERS THE PERIOD FROM OCTOBER 1, 1976 THROUGH NOVEMBER 30, 1977. THE MACOMB COUNTY JAIL REHABILITATION CENTER IS A MINIMUM SECURITY FACILITY DESIGNED TO RELIEVE OVERCROWDED JAIL CONDITIONS AND IMPLEMENT JAIL REHABILITATION PROGRAMMING. CORRECTIONAL SERVICES PROGRAM COMPONENTS INCLUDE A CORRECTIONAL SERVICES COORDINATOR, REHABILITATION AND SECURITY PERSONNEL, AN EVALUATION TEAM, INTAKE AND DISCHARGE COUNSELING, A DIAGNOSTIC CLASSIFICATION CENTER, INDIVIDUAL AND GROUP COUNSELING, LIFE-COPING SKILLS PROGRAMS, REMEDIAL EDUCATION AND HIGH SCHOOL DIPLOMA PREPARATION, AND SUBSTANCE ABUSE COUNSELING. IN ADDITION, VOCATIONAL COUNSELING, AUTOMOTIVE REPAIR, MECHANICAL DRAWING, AND CITIZEN VOLUNTEER SERVICES ARE PROVIDED. OVER 90 PERCENT OF ALL RESIDENTS DURING THE EVALUATION PERIOD WERE MALE; THE MAJORITY WERE UNDER 35 YEARS OF AGE; 80 PERCENT WERE WHITE; 35 PERCENT WERE UNEMPLOYED; 52.7 PERCENT WERE SINGLE; 40 PERCENT HAD NOT COMPLETED HIGH SCHOOL; AND MORE THAN 90 PERCENT WERE CHARGED OR SENTENCED FOR A NONVIOLENT, NONASSAULTIVE OFFENSE. BASED ON THE FINDINGS FROM EXTENSIVE EVALUATION EFFORTS, IT IS CONCLUDED THAT THE PROGRAM FUNCTIONS EXCEPTIONALLY WELL. THE PROGRAM HAS ACCOMPLISHED ALL OF THE OBJECTIVES OUTLINED IN THE FIRST YEAR GRANT APPLICATION EXCEPT IN PROVIDING COMPREHENSIVE, ONGOING TRAINING FOR CORRECTIONAL OFFICERS AND SECURITY STAFF. THE PROGRAM SHOULD BE CONTINUED AND REFINED WHERE NECESSARY. APPENDIXES ARE INCLUDED IN THE EVALUATION. (LWM)
