The planning process is described for the construction of the minimum security facility in Smith County, Tyler, Texas.
Abstract
All levels of personnel, including administration as well as County officials and architects, were involved in the planning process. Along with plans for construction, plans were also developed for coordination of services. The design of the facility included an economical locking system, limited uses of high security steel fixtures, multiple occupancy dormitories with direct supervision, and limited use of personnel. Procedures were developed to manage the supervision of personnel and training, staff communication through a radio system, and contracting of food and medical services. Additional positive features include raised control stations, visiting areas which can accommodate 48 visitors and inmates at one time, and locally supplied jail fixtures. The new minimum security jail with a capacity for 240 inmates and 5 staff members was built for less than 1.5 million dollars. Not only does it meet minimum ratio standards, it also reduces staff costs. 2 photographs and 1 figure
