The purpose of this circular is to standardize domestic violence awareness information presented by the Los Angeles Police Department at community crime prevention meetings.
Abstract
The circular is intended to assist police personnel who conduct community crime prevention meetings to impart basic information on domestic-violence awareness to members of the community. Following a summary of the provisions of California law related to domestic violence, the circular lists the characteristics of domestic violence, namely, hitting or burning; rape or incest; threatening, insulting, or harassing behavior; and poor physical or emotional care. The circular then presents some facts about domestic violence, including characteristics of the abuser, victim characteristics, reasons why victims fail to report incidents of domestic violence, and tips for preventing domestic violence. Some prevention tips are to watch for personality changes such as more aggressive, violent, moody, or accusing behavior; to develop a plan of action and instruct children about the plan; to locate a safe house; to locate a safe shelter that accepts children if necessary; and to seek counseling assistance. Characteristics of an emergency protective order and restraining orders are outlined. Domestic violence victim resources are listed.
