This text provides police chiefs and other command officers with information on contemporary principles and practices in police management and the latest methods for police operations.
Abstract
Emphasis is placed on the shift from traditional law enforcement areas to broader concerns of police organization and management, productivity, community and labor-management relations, and other aspects of community policing. Individual chapters examine emerging issues; the evolution of contemporary police service; the governmental setting of policing and issues of accountability, control, and jurisdiction; police corruption and factors contributing to it and to reform; and organizational forces and change. Others consider specific areas such as patrol administration, traffic supervision, criminal investigation, organized crime, community crime prevention, and juvenile programs. Personnel development and management, discipline and internal controls, jail management, and facility design and property control also are considered. Information systems are described, as are information management policies and procedures. Procedures for effective research, planning, and budgeting are outlined. Finally, the scope and limitations of criminalistics are discussed with respect to field and laboratory investigations. Commission reports, equal opportunity legislation, and a collective bargaining glossary are appended. Index, 42 figures, chapter endnotes, and a selected bibliography of approximately 240 citations.
