This book documents AIDS (acquired immune deficiency syndrome) policy development and programmatic initiatives in 34 city and county governments nationwide, describing steps to curb the AIDS spread and provide health care for AIDS patients.
Abstract
These descriptions of local efforts focus on policy, education, risk reduction, patient care, and financing. Information on local policy development highlights local ordinances pertaining to AIDS and Federal court decisions and State legislation that impact local service delivery. Information on AIDS education includes general information sharing throughout a community, education targeted for public schools and high-risk groups, and training for municipal employees and health care workers. Local government efforts to reduce the risk of AIDS vary from voluntary testing to structured contract tracing mandated by State law. A major concern of most of the governments surveyed is care for AIDS patients. Initiatives featured are those provided directly by a local government and those offered by private providers under contract. Discussions of financing focus on how local governments have creatively used local, State, Federal, and private funds to achieve policy program goals.
