This manual is intended to assist local governments in Texas in the development of a basic emergency management plan, as required by State law, for responding to emergency and disaster situations such as hurricanes, floods, tornadoes, fires, explosions, transportation accidents, technological hazards, nuclear war, and other potential hazards.
Abstract
The first section provides an overview of emergency management responsibilities at the Federal, State, and local levels. The next section discusses planning theory, concept, and requirements and makes recommendations regarding the planning process. The third section introduces the components of a local emergency management plan and provides an explanation and the rationale for each section of the plan. The fourth and fifth sections present a sample city/county emergency management plan and other sample documents for use by local governments. Forms, charts, checklists, reference lists, and sample proclamations and related materials.
