The Emergency Management Services Code, the Pennsylvania law governing emergency management activities in the State, has established the Pennsylvania Emergency Management Agency (PEMA) as the lead agency responsible for training county emergency management coordinators, overseeing single and multiple county potential and actual emergency situations, and monitoring emergency service program implementation and response capability.
Abstract
In support of its county training responsibility, PEMA has published a handbook that outlines the basic duties and responsibilities of local coordinators and that aims to facilitate coordinator training. The handbook contains sections dealing with hazard analysis, resource identification, the development of a coordinated municipal plan, damage assessment, response procedures, disaster recovery, hazard mitigation, and training and education. Provisions of the Federal Superfund Amendments and Reauthorization Act of 1986 are noted. Figures
