THIS REPORT, DATED MAY 1, 1976, PRESENTS THE RESULTS OF A STUDY OF THE MANAGEMENT, COMMUNITY RELATIONS, AND OPERATIONS OF THIS DEPARTMENT WHICH HAS A SWORN POLICE STRENGTH OF 38 SERVING A POPULATION OF 30,933.
Abstract
THE CITY OF LEAVENWORTH IS LOCATED IN THE NORTHEASTERN PORTION OF THE STATE OF KANSAS BOUNDED BY THE MISSOURI AND KANSAS RIVERS. TECHNICAL ASSISTANCE WAS REQUESTED BY THE LEAVENWORTH CHIEF OF POLICE TO SEEK MORE ECONOMICAL WAYS OF PROVIDING CURRENT AND FUTURE SERVICE DEMANDS IN THIS COMMUNITY. THE ANALYSIS WAS INTENDED TO 1) IDENTIFY METHODS FOR INCREASING THE EFFECTIVE UTILIZATION OF EXISTING MANPOWER; 2) ASSESS THE ORGANIZATION STRUCTURE AND MANAGEMENT TECHNIQUES CURRENTLY USED; AND 3) DETERMINE WHAT CHANGES ARE NEEDED TO MAKE THE DEPARTMENT MORE RESPONSIVE TO CITIZENS' NEEDS AND IMPROVE THE DEPARTMENTS' OVERALL POLICE-COMMUNITY EFFORT. THIS REPORT SUMMARIZES THE FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS OF THE CONSULTANTS RESULTING FROM SEVERAL INTERVIEWS, OBSERVATIONS, AND DATA ANALYSIS CONDUCTED DURING THE STUDY TEAM'S ON-SITE VISIT. AMONG THE AREAS EXAMINED WERE THE ORGANIZATION AND STAFFING, POLICE SERVICES AND PROCEDURES, POLICE MANPOWER REQUIREMENTS AND UTILIZATION, MANAGEMENT PRACTICES, PERSONNEL ADMINISTRATION, FACILITIES AND EQUIPMENT, COMMUNICATIONS, RECORDS, AND POLICE COMMUNITY RELATIONS. CONDITIONS RELATING TO EACH OF THESE AREAS ARE DESCRIBED, AND RECOMMENDATIONS FOR THE IMPROVEMENT AND/OR REFORM OF EACH OF THESE AREAS ARE PRESENTED.
