THE REPORT EVALUATES THE FIVE MAJOR PROGRAM COMPONENTS OF THE PHASE II LAWRENCE POLICE DEPARTMENT (KANSAS) INTEGRATED CRIMINAL APPREHENSION PROGRAM (ICAP) FROM DECEMBER 1978 TO OCTOBER 1979.
Abstract
THE EFFECT OF ICAP ON THE DEPARTMENT INFORMATION SYSTEM IS EXPLORED THROUGH AN EVALUATION OF THE CRIME ANALYSIS UNIT (CAU). CAU ACCOMPLISHMENTS ARE NOTED IN THE UPDATING OF POLICE DATA AVAILABILITY, THE PUBLICATION OF A DAILY BULLETIN, AND LIMITED IMPROVEMENTS IN DATA PROCESSING. THE PERSONNEL DEVELOPMENT PROGRAM IS ANALYZED IN TERMS OF IMPROVING THE SKILL LEVELS OF DEPARTMENT PERSONNEL, PROVIDING ADDITIONAL TRAINING FOR SUPERVISORY PERSONNEL, AND ESTABLISHING A PERFORMANCE APPRAISAL SYSTEM. IN THE AREA OF CRIMINAL INVESTIGATION MANAGEMENT, EFFORTS CONCERNING CASE SCREENING, CASE REVIEW PROCEDURES, DETECTIVE DIVISION REPORTS, AND PRELIMINARY AND FOLLOWUP INVESTIGATIONS BY POLICE OFFICERS ARE EXAMINED. IMPROVEMENTS IN THE EFFORT TO INCREASE THE EFFECTIVENESS AND EFFICIENCY OF PATROL OPERATIONS AND CRIME PREVENTION ACTIVITIES ARE EXPLORED, INCLUDING WORKLOAD AND SPATIAL VARIATIONS IMPROVEMENTS. THE REPORT NOTES THAT ALTHOUGH CRIME PREVENTION ACTIVITIES INCREASED, CRIME STATISTICS, ESPECIALLY FOR BURGLARY, FAILED TO DECLINE. ALSO, THE SUCCESS OF THE OREAD NEIGHBORHOOD ASSOCIATION'S CRIME PREVENTION EFFORTS SHOULD BE PUBLICIZED TO ENCOURAGE SIMILAR PROGRAMS. THE EVALUATION OF THE KNOWN OFFENDERS AND CAREER CRIMINAL PROGRAMS IS INCLUDED, WITH RECOMMENDATIONS CALLING FOR THEIR OVERHAUL OR DISCONTINUATION. TABULAR DATA AND CHARTS ARE INCLUDED. RECOMMENDATIONS, SAMPLE FORMS, AND TECHNICAL PROGRAM DESCRIPTIONS ARE APPENDED.
