The State of California has devised the California Law Enforcement Mutual Aid Plan as a guideline for providing emergency search and rescue services.
Abstract
The plan provides the legal authority necessary as the basis for search and rescue operations. State policies and procedures are described for search and rescue within the existing framework of the California Law Enforcement Mutual Aid System. The State's organizational structure for conducting mutual aid search and rescue operations is outlined. A system for altering, call-out, and deployment of search and rescue trained personnel and the dispatch of special purpose or unique equipment for search and rescue operations has been developed and is described in the plan. Procedures for the dissemination of search and rescue information are also described. The State of California Workers' Compensation Insurance Program and its application to search and rescue volunteers both in training and in operations status are discussed. Finally, the plan reviews training programs that have been developed for local agency teams and individuals in emergency search and rescue strategy and tactics as well as equipment development. 1 figure and 2 appendixes.
