Abstract
THE REPORT OPENS WITH A SUMMARY OF LEAA ORGANIZATION, PLANNING AND ACTION GRANT ACTIVITY, TECHNICAL ASSISTANCE PROGRAMS, DISCRETIONARY GRANT ACTIVITY, RESEARCH, ACADEMIC ASSISTANCE, AND STATISTICAL SERVICES DURING 1970. THE SUMMARY FOCUSES ON BLOCK ACTION GRANTS TO INDIANA, GEORGIA, MICHIGAN, PENNSYLVANIA, TEXAS, AND ARIZONA, AND ON DISCRETIONARY GRANTS IN THE AREAS OF POLICING, CORRECTIONS, ORGANIZED CRIME, CIVIL DISORDER, AND COURTS. DETAILED REPORTS ARE THEN PRESENTED OF THE BACKGROUND, ORGANIZATION, FUNCTIONS, AND ACTIVITIES OF LEAA'S FIVE MAJOR OFFICES: THE OFFICE OF LAW ENFORCEMENT PROGRAMS; THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE; THE OFFICE OF ACADEMIC ASSISTANCE; THE NATIONAL CRIMINAL JUSTICE INFORMATION AND STATISTICS SERVICE; AND THE OFFICE OF ADMINISTRATIVE MANAGEMENT. TWENTY-EIGHT SPECIAL REPORTS INDICATIVE OF THE RANGE OF PROGRAMS AND PROJECTS SUPPORTED WITH LEAA FUNDS ARE PRESENTED. THE REPORTS COVER SUCH AREAS AS ORGANIZED CRIME, CIVIL DISORDERS, DEVELOPMENTS IN POLICE TECHNOLOGY, COMMUNICATIONS SYSTEMS, TRAINING METHODS, PRISONERS' RIGHTS, APPROACHES TO THE PROBLEMS OF JUVENILE GANGS AND FAMILY CRISIS, INTRAGOVERNMENTAL COOPERATION AT THE FEDERAL LEVEL, AND MATCHING CONTRIBUTIONS. A STATE-BY-STATE BREAKDOWN PRESENTS INFORMATION ON THE AMOUNT OF LEAA FUNDS GRANTED FOR PLANNING AND FOR ACTION PROGRAMS IN EACH STATE, AND ON EACH STATE'S PLANS FOR USING ITS ACTION GRANT FUNDS.
