The bulletin provides 11 rules of labor relations in connection with the topics of fairness, wages and hours, discrimination on the job, affirmative action, harassment on the job, disciplining employees, union contracts, and documentation. The bulletin lists three laws that affect a manager's interactions with subordinates and discusses how union contracts may affect a manager's decisions. The need for documentation and the characteristics of good documentation are described. Harassment is defined, and how a manager can stop harassment on the job is discussed briefly. A listing of review questions are included in the bulletin.
