Abstract
BACKGROUND INFORMATION ON MANAGEMENT THEORIES IS PROVIDED, AND THE KENTUCKY STATE POLICE MANAGEMENT PHILOSOPHY IS DEFINED AS PARTICIPATIVE MANAGEMENT BY OBJECTIVES AND RESULTS. BASIC OBJECTIVES OF THE DEPARTMENT OF STATE POLICE ARE IDENTIFIED. AN ENTIRELY NEW METHOD OF MANPOWER ALLOCATION IS PROPOSED WHICH USES AN 'OBLIGATED TIME FACTOR FORMULA'. THIS CALCULATES MANPOWER NEEDS TO ENSURE THAT 75 PERCENT OF AN OFFICER'S TIME IS UNOBLIGATED, THUS AVAILABLE FOR PREVENTIVE PATROL.
