The Kentucky Corrections Cabinet operated the State's correctional facilities in a cost-effective manner in 1981, returning to the State's General fund $3 million. It reduced overcrowding in the penitentiary by using community centers and halfway houses and by opening the new Luther Luckett Correctional Complex.
