This comprehensive plan to deter drinking and driving in Kansas is designed to stimulate a high level of public awareness of the problem, a perception of apprehension, and a perception of the seriousness of the consequences.
Abstract
The recommendations are based upon a literature review and hearings in 11 locations throughout the State to obtain information from interested citizens. In the area of public information education, the Governor's Committee recommends an ongoing media program, mandatory drug/alcohol education for grades from kindergarten through high school, an alcohol traffic safety curriculum for private driver's education schools, alcohol/drug information and education for college students, information in the State driver's handbook, and mandatory alcohol/drug education and training for criminal justice personnel. In the area of law enforcement, the committee recommends that the offender code be revised in certain areas and that breathalyzer laws be modified. Recommendations are also offered in the areas of a record system, apprehension techniques and evidence of the offense, adjudication, and bartender training. Further, proposals address improving offender flow through the court system and the jail system. Attention is also given to juveniles and driving under the influence. A critique is offered of Senate bill 699, the new Kansas drunk driving law, as well as House bill 6170.
