FOUR CONSTITUTIONAL BASES FOR A JUVENILE'S RIGHT TO TREATMENT - DUE PROCESS, EQUAL PROTECTION, THE EIGHTH AMENDMENT PROHIBITION OF CRUEL AND UNUSUAL PUNISHMENT, AND THE NINTH AMENDMENT - ARE ALSO EXAMINED. THE POSSIBILITY OF MONETARY DAMAGES FOR JUVENILES DENIED OF THEIR CONSTITUTIONAL RIGHTS IS ALSO CONSIDERED.
