Abstract
THE AUTHOR TRACES THE DEVELOPMENTS OF THEORY IN THE CRIMINAL JUSTICE SYSTEM, AGAINST A BACKGROUND OF SOCIETY AS A WHOLE. HE FEELS THAT DELINQUENCY IS AN INTRINSIC PART OF MODERN INDUSTRIAL URBAN LIFE, AND THAT SOCIETY MAY HAVE TO TOLERATE A FAIRLY HIGH AMOUNT OF NONCONFORMITY AMONG YOUTH. THE ROLE OF THE JUVENILE LAW ENFORCEMENT OFFICER IS SEEN AS RECOGNIZING SYMPTOMS OF PROBLEMS AND DIVERTING THOSE JUVENILES WITH SYMPTOMS TO AGENCIES AND RESOURCES WITHIN THE COMMUNITY.
