BEGINNING WITH AN OUTLINE OF THE BASIC ORGANIZATION OF JUVENILE COURTS, THE NARRATIVE CALLS FOR THE CREATION OF A FAMILY COURT TO REPLACE THE JUVENILE COURT AND SUGGESTS THE TRANSFER OF JUVENILE INTAKE, PROBATION, AND DETENTION SERVICES TO THE EXECUTIVE AGENCY ADMINISTRATION. PART TWO DEALS WITH JUDICIAL AND ADMINISTRATIVE PERSONNEL. THE NEED FOR INCREASED COMPETENCY OF FAMILY COURT JUDGES AND INCREASED QUAITY OF JUDICIAL DECISIONS IN FAMILY COURT IS EMPHASIZED.
