Abstract
After discussing national juvenile justice policy trends, the report defines the New Orleans juvenile justice system. The policy discussion notes a shift from the medical model to the justice model. The report distinguishes between the informal and formal juvenile justice systems. The informal system encompasses the school's role in countering deviant juvenile behavior and in referring juveniles to appropriate community agencies. The description of the informal system also covers the services of private and community agencies. Chapters on the formal system focus on referral and arrest, the petition process, adjudication, social services, and corrections. Workload and resources information are provided for those agencies comprising the formal system. The final chapter presents tabular data on juvenile crime in New Orleans. The appendix contains Florida and Washington State statutes reflective of the shift from the medical model to the justice model in juvenile justice.
