DISCUSSION OF THE THEORY THAT SCHOOLS ARE THE ONLY PUBLIC SERVICE AGENCY THAT CAN SUCCESSFULLY PREVENT SOCIAL MALADJUSTMENT WHICH CAN LEAD TO CRIMINAL INVOLVEMENT OR INTERVENE EFFECTIVELY IF ADJUSTMENT DIFFICULTY ARISES.
Abstract
THE AUTHOR DESCRIBES FIVE STRATEGIES OF PROGRESSIVE SOCIAL CONSEQUENCES TO ASSIST INDIVIDUALS. THESE ARE LISTED AS PRIMARY ACTION WHICH PROVIDES A QUALITY MODEL FOR EDUCATION, PRIMARY PREVENTION WHICH FOCUSES EARLY ATTENTION ON CHILDREN WITH ADJUSTMENT DIFFICULTIES, THE PREVENTION STRATEGY THAT IDENTIFIES DELINQUENCY-PRONE JUVENILES AND SEPARATES THEM FROM OTHER CHILDREN, TREATMENT OR SANCTIONS WHICH IS THE OFFICIAL RESPONSE TO OVERT MANIFESTATIONS OF MALADJUSTMENT, AND REHABILITATION AND CORRECTION FOR ADJUDICATED DELINQUENT. IT IS STRESSED THAT PREVENTIVE EFFORTS SHOULD BE SUBSTANTIALLY FOCUSED AT PRIMARY ACTION AND PRIMARY PREVENTION LEVELS. A PROPOSAL FOR A RADICAL RESTRUCTURING OF THE EDUCATIONAL SYSTEM IS MADE.
