THE CO-DIRECTORS OF THE NATIONAL ASSESSMENT OF JUVENILE CORRECTIONS (NAJC) PROJECT PRESENT SOME PRELIMINARY FINDINGS ON THE PRESENT STATUS OF JUVENILE JUSTICE AND ON THE DIRECTIONS TOWARDS WHICH IT CAN AND SHOULD MOVE.
Abstract
TOPICS ADDRESSED BY THE SURVEY INCLUDE THE NUMBER OF YOUTHS IN THE JUVENILE JUSTICE SYSTEM, A SURVEY OF JUVENILE CORRECTIONAL SERVICE UNITS, ORGANIZATIONAL PATTERNS OF UNITS, AND LEGISLATION AND LITIGATION. SOME OF THE CRITICAL ISSUES FOR POLICY AND PROGRAM DEVELOPMENT ARE IDENTIFIED AS THE INCREASE IN JUVENILE JUSTICE POPULATION, THE INADEQUACY OF STATUTORY CHANGES TAKING PLACE IN MANY STATES, RACISM AND SEXISM, THE TENDENCY FOR TERMS SUCH AS 'COMMUNITY CORRECTIONS' TO BECOME MEANINGLESS CATCH-ALLS TO PLACATE REFORMERS, THE COST OF INTERVENTION, AND THE OPPORTUNITIES FOR ACTION ON THE PART OF THE FEDERAL GOVERNMENT.
