Abstract
One of the prime goals of this work is to establish links between juvenile delinquents and young people in danger. The study attempts to answer the following questions: (1) Are there notable differences in the treatment of juvenile delinquents and of children and young people in difficulty? (2) What place is given to measures in a secure environment and in an open environment? (3) What kind of change and real expansion of measures in an open environment is taking place? (4) What is the influence of recommendations of international texts on new legislation? (5) What place is given to minors during the proceedings and what are their recognized rights? (6) Do new measures take into account the word of the child and cohesion of the family? (7) What is the place of the victim? (8) What is the place given to the associative sector and voluntary workers? and (9) Is there a new role attributed to traditional structures such as schools? A specific chapter is devoted to Brazil, in hopes of providing guidelines for other developing countries. Footnotes, appendixes, bibliography, expanded table of contents
