Using the responses of New York State Department of Correctional Services facilities to an annual questionnaire, this report describes an overview of the Department's participation in the Job Training Partnership Act (JTPA) Summer Youth Employment Program during 1989.
Abstract
The report indicates that while 15 Department facilities participated in the program in 1989, the same number as in 1988, the number of youth participants decreased from 40 to 36 in the same time frame. Research undertaken by the Department's program liaison in the Department of Labor Central Office suggests that the decline is primarily due to the increase in the number of local job opportunities. These part-time jobs generally offer higher wages and require less travel requirements.
