THIS REPORT ON JAIL FACILITIES DISCUSSES PHYSICAL PLANTS, PERSONNEL, AND PROGRAMS AND SERVICES. NUMEROUS TABLES ILLUSTRATE THE DATA.
Abstract
THE FOLLOWING ISSUES INVOLVING JAIL FACILITIES ARE DISCUSSED AND ILLUSTRATED: INMATES' SAFETY IN RELATION TO ADEQUATE CUSTODIAL PERSONNEL, MANNER OF HIRING PERSONNEL, CUSTODIAL STAFF SALARIES AS COMPARED TO OTHER EMPLOYEES OF THE CRIMINAL JUSTICE SYSTEM, AND COMPARISON OF HIRING PROCEDURES AND SALARIES TO THE RECOMMENDATIONS OF THE COMMISSION ON ACCREDITATION STANDARDS. OTHER ISSUES DISCUSSED INVOLVE THE CENSORSHIP OF INMATES' MAIL, RESTRICTIONS ON TELEPHONE CALLS, VISITATION PRIVILEGES, CONJUGAL VISITATION, INMATE DISCIPLINE, AND USE OF ISOLATION AS PUNISHMENT. ILLUSTRATIONS AND TABLES CLARIFY DATA ON THESE ISSUES AND ALSO PROVIDE INFORMATION ON AVERAGE PRISONS POPULATIONS. APPENDIXES PROVIDE PAGE LISTINGS FOR STANDARDS CITED FROM THE MANUAL OF STANDARDS FOR ADULT LOCAL DETENTION FACILITIES, QUESTIONS FROM THE 1977 JAIL SURVEY WHICH PROVIDES INFORMATION FOR THE ABOVE FINDINGS, AND THE GEOGRAPHIC DISTRIBUTION OF SURVEY RESPONDENTS BY LEAA DESIGNATED REGIONS AND GEOGRAPHIC AREAS.
