A 3-DAY CONFERENCE TO DISCUSS ISSUES AND PRIORITIES FOR INTERNATIONAL COOPERATION IN CRIMINOLOGICAL STUDIES IN DEVELOPED COUNTRIES AND TO IDENTIFY BASIC ISSUES WHICH CAN BE COMPARED INTERNATIONALLY IS SUMMARIZED.
Abstract
THE CONFERENCE ASSESSED THE NATURE OF THE CRIME PROBLEM IN DEVELOPED COUNTRIES, CRIME PREVENTION AND CONTROL, DISCUSSED POSSIBLE TREATMENT APPROACHES, AND IDENTIFIED NEEDED RESEARCH IN THESE AREAS. PARTICIPANTS ALSO EXAMINED THE EFFECTS OF DISCRETION IN THE CRIMINAL JUSTICE SYSTEM AND THE DIFFERENT TYPES OF DISCRETION FOUND UNDER VARIOUS ADMINISTRATIVE ORGANIZATIONS. FINAL SESSIONS COVERED PROFESSIONAL ETHICS, THE PROTECTION OF HUMAN RIGHTS, AND METHODS FOR IMPLEMENTING INTERNATIONAL COMPARATIVE RESEARCH. FIVE RESEARCH PRIORITIES WERE SINGLED OUT IN THE AREA OF CRIME ASSESSMENT: (1) THE DEVELOPEMENT OF SPECIFIC CRIME INDEXES AND MORE PRECISE MEASUREMENT TOOLS; (2) STUDIES OF HIDDEN DELINQUENCY; (3) ANALYSIS OF TRADITIONAL CRIMES AND RESEARCH INTO THE EXTENT OF ADMINISTRATIVE AND WHITE COLLAR CRIMES; (4) ASSESSMENT OF PUBLIC OPINION REGARDING CRIME; AND (5) RESEARCH INTO NONCONFORMITY AND CRIMINAL CAREERS. CRIME PREVENTION RESEARCH IS RECOMMENDED IN BOTH THE AREAS OF SOCIAL CONTROL AND CRIMINAL JUSTICE ORGANIZATION. THE DEVELOPMENT OF BLUEPRINTS FOR CRIMINAL JUSTICE SYSTEMS WAS RECOMMENDED. IT WAS POINTED OUT ALSO THAT QUESTIONS OF ADMINISTRATIVE FORM CANNOT BE ADDRESSED UNTIL ONE CONSIDERS THE EXPECTATIONS OF THE PUBLIC. THE LEGAL SYSTEM AS A REFLECTION OF SOCIETY IS CONSIDERED. OBLIGATORY REPORTING SYSTEMS FOR CRIME, NONEXISTANT IN MUCH OF EUROPE, ARE RECOMMENDED. FUNDING FOR INTERNATIONAL RESEARCH IS DISCUSSED. (GLR)
