THE PREMISE OF THESE STANDARDS FOR THE CORRECTIONS PROCESS IN IOWA IS THAT THE ADMINISTRATION OF CRIMINAL JUSTICE CAN BE IMPROVED THROUGH EXPANSION OF COMMUNITY CORRECTIONS AND LESS USE OF CORRECTIONAL INSTITUTIONS.
Abstract
DEVELOPMENT OF THE STANDARDS BEGAN IN 1973 AS A RESULT OF RECOMMENDATIONS MADE BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS. THE FORMULATION OF REALISTIC STANDARDS REQUIRED STATEWIDE INPUT FROM CRIMINAL JUSTICE PRACTITIONERS AND CONCERNED CITIZENS. A TOTAL OF 111 STANDARDS AND 14 GOALS WERE ESTABLISHED TO DEFINE THE ROLE OF CORRECTIONS IN THE IOWA CRIMINAL JUSTICE SYSTEM, FROM THE POINT OF INITIAL CONTACT TO RETURN TO THE COMMUNITY. THE PRIMARY THRUST OF THE STANDARDS AND GOALS IS TO DEVELOP AN INTEGRATED AND COORDINATED PROCESS FOR THE DELIVERY OF CORRECTIONAL SERVICES TO MEET THE NEEDS OF OFFENDERS, CORRECTIONAL PRACTITIONERS, AND THE COMMUNITY. THE STANDARDS ARE ORGANIZED UNDER 13 HEADINGS: RIGHTS OF OFFENDERS AND THE LEGAL FRAMEWORK OF CORRECTIONS, THE STATUTORY BASIS OF CORRECTIONS, DIVERSION, PRETRIAL RELEASE AND DETENTION, SENTENCING, CLASSIFICATION, LOCAL ADULT CORRECTIONAL FACILITIES, CORRECTIONS AND THE COMMUNITY, MAJOR INSTITUTIONS, PROBATION AND PAROLE, ORGANIZATION AND ADMINSTRATION, MANPOWER FOR CORRECTIONS, AND CORRECTIONAL INFORMATION SYSTEMS. THE IOWA STANDARDS ARE COMPARED WITH NATIONAL STANDARDS. (DEP)
