AN OVERVIEW OF CORRECTIONAL PRACTICES AND IDEALS IN NEPAL IS PRESENTED.
Abstract
THE IMPORTANCE OF REINTEGRATING OFFENDERS INTO SOCIETY IS NOTED, AS IS THE NEED FOR HIGH-QUALITY CORRECTIONAL INSTITUTIONS. THE SIGNIFICANCE OF COMMUNITY INVOLVEMENT IN CORRECTIONS IS STRESSED. THE NEED FOR WELL-ORGANIZED CUSTODIAL AND NONCUSTODIAL TREATMENT PROGRAMS IS POINTED OUT. THE DISCUSSION ALSO TOUCHES ON STANDARDS FOR CLASSIFYING OFFENDERS ACCORDING TO THEIR TREATMENT NEEDS, REDUCTION OF THE ISOLATING EFFECTS OF CONFINEMENT THROUGH PROGRAMS OF VOCATIONAL EDUCATION, AND THE ROLE OF PROBATION AND PAROLE. IT IS POINTED OUT THAT NEPAL HAS RELATIVELY LITTLE CRIME, BUT THAT THE VOLUME OF CRIME IS INCREASING. MALE OFFENDERS ARE GRANTED CONDITIONAL RELEASE ON THE KING'S BIRTHDAY; FEMALE OFFENDERS ON THE QUEEN'S BIRTHDAY. EACH OF NEPAL'S 75 DISTRICTS HAS A PRISON. DISTRICT PRISON POPULATIONS RANGE FROM 15 TO 20 IN THE HIGHLANDS TO 300 IN THE PLAINS AREA. IN ADDITION TO THE DISTRICT PRISONS, THERE ARE ZONAL HEADQUARTERS PRISONS AND A CENTRAL JAIL IN KATHMANDU. THE ZONAL PRISONS HAVE VOCATIONAL TRAINING PROGRAMS, BUT ONLY THE CENTRAL FACILITY HAS SYSTEMATICALLY RUN PROGRAMS. (LKM)
