INTERNATIONAL TERRORIST ACTIVITIES, PARTICULARLY AGAINST CIVIL AVIATION, ARE DESCRIBED, AND INTERNATIONAL EFFORTS TO COUNTERACT SUCH ACTIONS ARE DISCUSSED.
Abstract
TERRORISM DIRECTED TOWARD CIVIL AVIATION AND ITS MOST COMMON MANIFESTATION, AIRCRAFT HIJACKING, HAVE INCREASED RAPIDLY SINCE 1930, WHEN THE FIRST HIJACKING TOOK PLACE IN PERU. IN THE LAST 10 YEARS, HIJACKINGS HAVE BECOME JUST ONE SMALL PART OF THE MANY TERRORIST ACTIVITIES OCCURRING WORLD WIDE. GOVERNMENTS, TRANSPORTATION AUTHORITIES, AND PILOTS ARE CONSTANTLY PREOCCUPIED WITH THE PROBLEM OF INTERNATIONAL SECURITY. REPRESSIVE OR PREVENTATIVE MEASURES HAVE BEEN RECOMMENDED BY INTERNATIONAL ORGANIZATIONS AND ADOPTED BY NATIONAL LEADERS. THIS VOLUME FOCUSES ON THE MOTIVES FOR HIJACKING AND OTHER TERRORIST ACTS AND ON THE RESULTING DESTRUCTION. THE CONVENTIONS OF THE HAGUE, MONTREAL, TOKYO, GENEVA, AND BRUSSELS, ALONG WITH THE RESOLUTIONS ADOPTED BY THE UNITED NATIONS, THE ORGANIZATION OF AMERICAN STATES, THE O.A.C.I. (INTERNATIONAL ORGANIZATION OF CIVIL AVIATION), AND THE EUROPEAN ECONOMIC COMMUNITY ARE DISCUSSED, AND THE TEXTS OF MANY OF THE ARTICLES ADOPTED ARE PROVIDED. THE ROLES OF THE POLICE, THE AIRLINES, THE MASS MEDIA, AND DIPLOMATIC FIGURES IN THE PREVENTION AND REPRESSION OF TERRORIST ACTS ARE ALSO EXAMINED.
