This directory lists contact information for victim compensation programs in 29 countries, including the United States and the District of Columbia.
Abstract
For the 1998/1999 edition of the directory, the U.S. Justice Department's Office for Victims of Crime (OVC) conducted a survey of U.S. embassies in 174 countries; the embassies then forwarded questionnaires to the appropriate officials in each country. Completed questionnaires were translated by State Department officials and returned to OVC. OVC received 115 responses, 28 of which described existing victim compensation programs; these 28 countries and the United States are listed in this directory. The directory first presents a chart that portrays a status summary of victim compensation programs in each of the 115 responding countries. The chart indicates whether each country does or does not have a victim compensation program. For the countries that do have such programs, the directory page numbers where the program profile can be found are listed. The body of the directory presents information on the victim compensation programs in each of the 29 countries. The following information is provided for each program: eligibility requirements, claimants, procedures, benefits and award limits, compensable costs, emergency awards, and funding sources. The addresses of national programs and State programs within nations are provided. All but three of the 29 countries offer benefits to foreign citizens. Three countries -- France, Spain, and the United States -- offer compensation benefits to victims of terrorism as well as to victims of other violent crimes. In addition, seven countries compensate citizens of their own nations who are victimized in other countries.
