The United Nations (UN) Commission on Crime Prevention and Criminal Justice continues to review implementation of the Naples Political Declaration and Global Action Plan Against Organized Transnational Crime.
Abstract
Information has been provided by 24 UN members and 16 UN entities that details how the plan is being carried out. The plan has fostered worldwide awareness of the threat posed by organized crime and of measures needed to react to the threat. Efforts to prevent and control organized transnational crime focus on improved bilateral and multilateral cooperation, assistance from international organizations, law enforcement, legislation, information sharing, and a better understanding of organized criminal group activities. Organized crime in the various countries is described, such as drug trafficking, terrorism, money laundering, illegal migrant trafficking, fraud, counterfeiting, forgery, extortion, arms trafficking, art object theft, and environmental crime. It is recommended that the structure of any program to systematically deal with organized transnational crime consist of three elements: (1) reliable knowledge base for informed decisionmaking; (2) assistance in legislative and regulatory fields; and (3) advisory services and training. A list of UN entities responding to the Secretary- General's request for information is provided in an annex.
