The intensive supervision probation program implemented in the Northern District of Ohio was studied with respect to its impact on offenders and on the overall operation of the United States Probation Office for that district.
Abstract
Through August 1991, approximately 180 offenders were assigned to this program which provided high-risk offenders with roughly four times the level of supervision provided through routine supervision. Fifty-nine of these cases were analyzed in detail. Of these, 55 percent had their supervision revoked, 24 percent completed the term of supervision, and 21 percent were reassigned to routine supervision. The high revocation rate suggests that the program is achieving its goal of enhanced community safety through strict enforcement of supervision terms. The data on whether aftercare treatment is having any effect on offender behavior is inconclusive, but seems to suggest that treatment is a neutral factor. Findings also indicate that the program has had a favorable impact on the overall operations of the probation office. Footnotes and appended study instruments
