              The case against the continuation of the British Children and Young Persons Act of 1969 is overwhelming, but precisely how it should be changed is less clear.
          Abstract
              Partly through political ambivalence and partly through internal contradictions, the Act has failed to reconceptualize the relationship between justice and welfare in the juvenile court. The social work role is now characterized by the potential for role conflict and inappropriate use of discretion. Nevertheless, the paper argues that the Act raises issues which must be addressed and critically assesses the capacity of the 'back to justice' movement to do so. Sixty references are appended.
