THIS ARTICLE DESCRIBES THE FACILITIES, STAFF, PROGRAMS, AND PHILOSOPHIES OF THE FEDERAL JUVENILE CORRECTIONAL INSTITUTION LOCATED IN MORGANTOWN, WEST VIRGINIA.
Abstract
THE MORGANTOWN FACILITY WAS BUILT TO REPLACE THE 100-YEAR OLD NATIONAL TRAINING SCHOOL LOCATED IN WASHINGTON, D.C. THE FACILITY UTILIZES ARCHITECTURAL DESIGN TO FACILITATE TREATMENT FOR ITS YOUTHFUL POPULATION. A MINIMUM CUSTODY FACILITY, THE INSTITUTION RESEMBLES A MODERN COLLEGE CAMPUS AND IS A SELF-SUFFICIENT COMMUNITY. FOUR COTTAGES ACCOMODATE ALMOST ALL OF THE CENTER'S POPULATION. THE TREATMENT APPROACH IS GEARED TO THE INDIVIDUAL, AND THE INSTITUTION MAINTAINS AN OPEN ATMOSPHERE, WITH NO BARS AND NO FENCES. THIS ARTICLE DISCUSSES THE DIFFERENTIAL TREATMENT PROGRAM OF THE CENTER, THE COTTAGE STAFF, THE CASE MANAGEMENT SYSTEM, THE BEHAVIOR MODIFICATION TECHNIQUES UTILIZED, AND THE PRERELEASE PROGRAM. ALSO DISCUSSED ARE THE COUNSELING PROGRAM, THE STAFF AND TRAINING, AND THE EVALUATION OF THE CENTER'S PROGRAM....DMC
