Abstract
SOME OF THE GENERAL AREAS OF THE CRIMINAL JUSTICE SYSTEM TREATED IN THE PAPERS ARE: PROBATION AND PAROLE; THE USE OF VOLUNTEERS; REHABILITATION PROGRAMS; THE ROLE OF FEDERAL COURTS IN INTERVENING IN STATE PRISON OPERATIONS; THE PROCESSING OF DEFENDANTS; INDETERMINATE SENTENCING; THE JUVENILE JUSTICE SYSTEM; WIRETAPPING AND ELECTRONIC SURVEILLANCE IN LAW ENFORCEMENT; WOMEN AND CRIME; HOSTAGE-TAKING; AND JAILS. THE PURPOSES AND DEGREE OF SUCCESS OF PROBATION, INFORMATION-GATHERING PROCEDURE DESIGNED TO HELP IN PAROLE DECISIONMAKING, AND THE ROLE OF VOLUNTEERS IN PROBATION PROGRAMS ARE INCLUDED AMONG THE SUBJECTS DISCUSSED. ANOTHER PAPER DISCUSSES WAYS IN WHICH THE CRIMINAL JUSTICE SYSTEM CAN AVOID DEHUMANIZING DEFENDANTS IN THE COURSE OF PROCESSING. THE FEDERAL ROLE IN ASSISTANCE TO STATE AND LOCAL CORRECTIONS IS ALSO CONSIDERED. PAPERS ON REHABILITATION SERVICES TREAT THE FOLLOWING TOPICS: REHABILITATION OF MILITARY OFFENDERS; A PROGRAM FOR TEACHING OFFENDERS HOW TO MAKE RATIONAL DECISIONS THAT CAN CHANGE THEIR BEHAVIOR; AND TRAINING DRUG ABUSE COUNSELORS. TRENDS IN JUVENILE JUSTICE ARE DISCUSSED, AND A SYSTEM THAT GIVES PRIORITY TO AN 'ACCOUNTABILITY' RATHER THAN A 'CLINICAL' MODEL FOR THE HANDLING OF JUVENILE SUSPECTS IS DESCRIBED. JUDICIAL DECISIONS AFFECTING THE LAW ENFORCEMENT USE OF WIRETAPPING AND ELECTRONIC SURVEILLANCE ARE REPORTED, AND THE RESPONSIBILITY OF LAW ENFORCEMENT PERSONNEL TO POLICE THEMSELVES IN THIS AREA IS DISCUSSED. CHANGES IN THE PATTERN OF CRIMES COMMITTED BY WOMEN OVER THE LAST 20 YEARS ARE EXAMINED AND DISCUSSED; AND THE PROBLEM OF CRIMES AGAINST THE ELDERLY IS EXPLORED. THE PROS AND CONS OF INDETERMINATE SENTENCING ARE PRSENTED, AND A SYNTHESIS APPROACH TO THE ISSUE IS SUGGESTED. (RCB)
