A group established by the government of Victoria, Australia in 1989 examined the nature and extent of violence in and around bars, nightclubs, hotels and other businesses licensed to sell alcohol and recommended strategies to reduce or eliminate these problems.
Abstract
The analysis focused particularly on businesses that close late, usually after 3 a.m., provide musical entertainment, and cater to young people. The research used available statistical information as well as new surveys. It focused on management, security arrangements, policing, and problems in the King Street area of Melbourne. Results revealed that about 20 percent of reported assaults occur in and around licensed premises. The analysis concluded that management has the main responsibility for maintaining order on licensed premises. The 21 recommended actions include a pilot study of assault victims, efforts by the Liquor Licensing Commission to emphasize the prevention of violence in granting and reviewing licenses, and development of an accredited course for security staff of licensed premises.
