In fiscal year 1994, Indiana continued its commitment to curbing drug use and violent crime, and the role of the Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Grant Program proved to be essential in this ongoing commitment.
Abstract
Many accomplishments occurred in 1994 with Formula Grant Program funds. Over 135,000 students throughout Indiana participated in Drug Abuse Resistance Education (DARE). Overall drug arrests increased by 30 percent between 1992 and 1994, and the conviction rate for drug offenses increased by 13 percent during the same period. A collaborative Violent Crime Task Force involving local, State, and Federal officials resulted in the arrest and conviction of many gang members in Lake County. Other accomplishments included the creation of an effective crime prevention support system through Indiana Watch and intensive supervision program for minor drug offenders as an alternative to incarceration. Programs funded by the Formula Grant Program are summarized, with information provided on goals, objectives, achievements, setbacks and challenges, and impact on Indiana's drug strategy.
