This manual, intended for use by participants in a 3-day training workshop on improving police management, contains a course outline, class exercises, and supplementary information.
Abstract
The program aims to acquaint police executives with specific analytical, developmental, and decisionmaking processes and programs based on research and field tests from the Managing Criminal Investigations and Managing Patrol Operations programs sponsored by the National Institute of Justice. Among skills to be achieved by participants by the end of the workshop are the application of a policy and program review process to the ongoing examination of existing policies and programs and an understanding of the organizational principles of managing change. Specific workshop topics include the management of retrenchment, the analysis of work demands, the review of policies and programs, the management of investigations, and the management of calls for service. Additional sessions cover the management of the patrol function and the management of program changes. Figures, and forms, including a workshop evaluation form, are provided. The pilot workshop using this handbook was held in March 1981.
