This document contains a toolkit for assisting jails in the implementation of the Prison Rape Elimination Act.
Abstract
This toolkit was developed to assist jails in the implementation of the Prison Rape Elimination Act. The toolkit provides step-by-step information to jails of all sizes to prevent, detect, eliminate, and respond effectively to sexual abuse of inmates in their custody. The Prison Rape Elimination Act (PREA) was passed by Congress in 2003 to address the problem of sexual abuse of inmate in U.S. correctional facilities. This toolkit contains three sections. Section 1 contains introductory information regarding PREA, a discussion of the Federal partners and their roles, a review of the work of the National Prison Rape Elimination Commission, a discussion of draft PREA standards, and a discussion of the role of the National PREA Resource Center. Section 2 contains a self-assessment checklist and supporting forms to provide a step-by-step process for jails to review and assess policies, procedures, and practices according to the current draft PREA standards and accepted best practices. Section 3 contains resources to assist jails in implementing PREA including Web sites, policy development guides, important research, articles, and reports, and links to ready-to-use training materials.
